The Electricity Company of Ghana (ECG) has officially launched its nationwide Spot Billing and Franchising Project under the theme “Safeguarding Revenue, Powering Ghana.” Headlined by the company's Managing Director, Ing. Julius Kwame Kpekpena, the initiative marks a critical shift in how Ghana's primary power distributor manages its relationship with customers on the ground.
A Transformative Shift in Field Operations
Speaking at the official launch ceremony held at the ECG Eastern Regional Office in Koforidua, Ing. Kpekpena emphasized that the project goes far beyond traditional meter reading.
"For many years, our contract meter readers had a fairly simple responsibility: visit the customer and read the meter. Under the franchise, we are launching much more than a new way of reading meters. We are changing the way ECG manages its relationship with customers in the field. This change is important because many of the problems our customers experience begin in the field." — Ing. Kwame Kpekpena, Managing Director, ECG
Core Objectives of the Project
The new framework is engineered to tackle several longstanding operational bottlenecks within Ghana's power sector:
•Enhanced Billing Accuracy & Speed: Armed with handheld smart devices, franchise officers are deployed to execute spot-printing of bills, audit prepaid meter integrity, and instantly flag unauthorized grid bypasses.
• Combating Revenue Leakage: The initiative directly targets illegal connections and unrecorded power consumption, which place an unfair financial strain on honest, bill-paying customers and destabilize the wider energy sector value chain.
• Strict Zero-Cash Policy: To eliminate audit trail gaps and curb potential extortion, ECG has enforced a strict no-cash policy for all field operations. Franchise officers are not permitted to accept physical cash or direct mobile money transfers. Instead, consumers are directed to settle payments securely via the official ECG PowerApp or the *226# USSD short code.
Stakeholder Collaboration & Enforcement
The launch event brought together high-level representation from ECG management, the Public Utilities Regulatory Commission (PURC), technology partners (including Hubtel and Polymorph Labs), local assembly members, and traditional authorities led by the Oyokohene and Adontenhene of the New Juaben Traditional Area.
To guarantee smooth operational rollout, ECG handed over brand-new logistics support—including Toyota Land Cruisers and motorbikes—to designated franchise contractors to facilitate swift field coverage.
What This Means for Consumers
Greater Accountability: Customers can expect faster identification and resolution of faulty meters, cutting down on billing disputes.
Security & Verification: Consumers are advised to thoroughly verify the official identity cards and district authorization letters of field agents before granting property access.
Seamless Digital Payments: All settlements must strictly flow through official digital channels (ECG PowerApp or *226#). For assistance or verification, customers can reach out to the ECG Call Centre at 0302611611 or monitor updates via social channels @ECGghOfficial.
